Inbound links are the links coming to your website from other websites. When some other site links to your website then it makes an inbound link for your website. The more your inbound links the more chances of your site ranking higher.
To get on top of search engines your site has to be an authority site. How do search engines come to know which site to rank high for similar keywords? The answer is simple they see the popularity of the site. The more the inbound links to your site the more popular your site is and hence will rank higher than others.

One important thing to note here is proper use of text in the inbound links. It is called anchor text. For example if you want to target a keyword : " internet " then you must have a link like this: internet . " Internet " is the anchor text here and will help you rank higher for the keyword " internet ".
Another important thing is if you get a link from some already famous site ( the site which already has many backlinks ) the more weightage you will be getting. If you get a link from a site which has no backlinks for itself then you will get minimal benefit. So try getting in links from good sites with your keyword as anchor text.
